OpenEEmeter is tightly integrated within Recurve’s FLEX platform, the most widely adopted turnkey solution for measurement and optimization.

OpenEEmeter, a key component of Recurve’s FLEX platform, was approved by the National Renewable Energy Laboratory (NREL) and DOE as the first open-source, advanced measurement and verification (M&V) software for IRA Measured Home Efficiency Rebates. As the creator and lead developer of OpenEEmeter, Recurve is uniquely positioned to enable state energy offices and implementers to deploy these programs with confidence and efficiency.

Carmen Best, Recurve’s Chief Policy Officer, remarked, “This approval validates both the rigorous quality of OpenEEmeter’s methods and the critical importance of an open-source foundation. Transparency and accessibility are essential to reducing market friction and scaling energy efficiency investments that reduce customer bills and strategically manage load growth.”

OpenEEmeter evaluates the real-world performance of energy efficiency, electrification, demand response, and other behind-the-meter demand flexibility initiatives. Recurve’s FLEX platform, the leading enterprise implementation of the software, offers a turnkey, scalable, and secure solution that consolidates program and project data into a single view, enabling full visibility across programs and portfolios. With its open-source foundation and proven enterprise-grade capabilities, Recurve’s FLEX platform is empowering organizations to deliver impactful and measurable outcomes for energy efficiency and demand flexibility programs in a fraction of the time of traditional approaches.

Recurve’s FLEX Platform: Beyond Compliance to Optimization

While the IRA requires open-source advanced M&V to measure outcomes, many state energy offices are taking it further by embedding these methods throughout their program design to maximize performance. Recurve’s FLEX platform offers a comprehensive, end-to-end solution that incorporates measurement into every phase of program delivery.

Smart Targeting for Better Results

  • Recurve’s FLEX platform’s targeting module uses utility consumption data and OpenEEmeter methods to identify the customers most likely to save energy and money. This provides contractors and aggregators with qualified leads, improving portfolio performance and maximizing program impact.

Near Real-Time Feedback

  • The FLEX platform enables ongoing measurement, delivering near real-time insights that allow program managers and contractors to adjust strategies dynamically—no need to wait months or years for results.

Continuous Innovation for Maximum Impact

Recurve’s FLEX platform is built on the robust, continuously improving OpenEEmeter technology. Through the OpenEEmeter Technical Working Group, significant advancements have been made, including:

  • Enhanced daily and hourly models to better measure energy savings under diverse conditions, including for solar PV customers.
  • Improved computational efficiency, making the software 10x faster while reducing memory requirements.

As part of OpenDSM, the OpenEEmeter is complemented by modules like:

  • DRmeter: Measures demand response with building-level models using hourly data.
  • GRIDmeter: Leverages data from non-participating customers to eliminate errors in energy efficiency and demand response models.

A Proven Path for IRA HOMES Success

With DOE approval of OpenEEmeter and years of field-tested expertise, Recurve’s FLEX platform offers state energy offices a turnkey solution for implementing effective measured savings programs. The platform’s unique ability to combine open-source transparency with enterprise-grade functionality makes it the natural choice for states launching IRA HOMES programs.
